MINUTES OF:    June 18, 2024 MEETING

PRESENT:

Mayor: Bob Sandak,

Trustees: James J. von Oiste, Michael Solo

Others present: Clerk Treasurer Joanne Raso; Deputy Clerk Treasurer Barbara Sakovich

  & Village Attorney Eileen Powers.

Absent with prior notice: Deputy Mayor: Jacquelyn Gernaey, Trustee Leza Di Bella

MEETING CONVENED AT 8:10 pm

  1. MINUTES: of the May meeting and the June 4 work session were accepted as read.
  2. TREASURER’S REPORT: for May was accepted.

III.  CORRESPONDENCE:

        Letters requesting use of the Community Center:

  1. Irshad for a family & friends party on Saturday, July 20 at 6 pm
  2. MAYOR’S REPORT:
  • There is a resolution on the agenda tonight to set a public hearing for changes to two sections of the village code. The first is to regulate the cost of building permits and the other is to lessen the notification requirements for public hearings when applying to the ZBA or Planning Board.
  • Mayor Sandak attended the Harbor Commission meeting at which the harbormaster suggested that boat owners who moor their boats get a sticker that identifies that they belong on the mooring. He also reported that the IMA between the Town of Brookhaven and the villages surrounding the harbor was signed by the town, but never sent out to the villages.
  1. COMMISSIONER’S REPORTS:
  2. BEACH: the official opening is July 1. Signs and ropes will be put in this weekend.
  3. PARKS: the exercise equipment is out for delivery. Our landscape contractor has beenchanged from Emerald Landscaping to Montani Landscaping, as they were the lowest bidder.
  1. ROADS: Commissioner Solo is continuing to look at drainage options throughout the

            village. His next project will be drainage upgrades and paving of Bell Circle. He is also getting estimates for road edge repairs.

  1. YOUTH PROGRAM: As of today, 70 campers are registered.
  2. COMMUNITY ASSOCIATION: There is a bonfire at the beach scheduled for June 21.
  3. CONSTABULARY: May had 29 calls for service.

VII: MOTIONS:

  1. Motion by Trustee von Oiste, seconded by Trustee Solo was passed unanimously to approve for payment the abstract of audited vouchers in the amount of $149,614.10
  2. Motion by Trustee Solo seconded by Trustee von Oiste to pass a resolution setting a public hearing for July 16 to consider a local law amending Chapters 170-23 (Computation & Payment of fees; cancellations; renewals), 170-45 (zoning appeals & applications), and Chapter 125-9 (Site Plan Review-Notice of public hearing) to comport with changes in village practice and to lessen the notice requirements for site plan and variance application. Motion carried
  1. Motion by Trustee von Oiste, seconded by Trustee Solo, to pass a resolution authorizing the village attorney to initiate litigation against property owner Daniel Rokeach and Long Island Waterfront Equities, LLC in connection with the unlawful advertising of, use and rental of the property known as 157 Cliff Road, in violation of village and state law. Motion carried.

MEETING OPENED TO THE PUBLIC:

       A resident asked if the village is liable if someone’s car is damaged due the rocks that a property owner has placed along the side of the road. The response was that the liability would be on the property owner.
