MINUTES OF: April 21, 2026 MEETING

MEETING CONVENED AT 8:02 pm
PUBLIC HEARING- PROPOSED BUDGET
Presentation by Mayor Sandak on the proposed budget.
Motion to close the public hearing at 8:03 p.m. made by Trustee Gernaey; Seconded by Trustee Solo and passed unanimously.
Motion to accept the 2026/2027 budget of $1,918,436.85 as proposed, made by Trustee Gernaey; Seconded by Trustee von Oiste and passed unanimously.
Motion to approve the tax rate of $31.78 per one hundred dollars of assessed value made by Trustee Gernaey; Seconded by Trustee Solo and passed unanimously.
- MINUTES: March minutes were accepted as read with one edit – John W. & Sheila Knapp Beach
- TREASURER’S REPORT: March Treasurers Report were accepted as read
III. CORRESPONDENCE:
- Check from PERMA for our portion of dividends for F/Y ended 5/31/25 ($1360)
- Letter from NYPIRG for their door-to-door outreach in the community to take place between May 1 – September 1, 2026.
Letters requesting use of the Community Center:
- Peter Esposito is sponsoring a Baptism for Nicholas Miceli on April 12th from 2 – 6:00 p.m MAYOR’S REPORT:
Mayor Sandak reported on the budget and the board’s fiscal responsibility. As part the budget process in planning for the future we budget for $30K in the snow line even during the years when we don’t need snow services and these monies are put in a reserve fund. In doing so, in years like 2026 with increased snow costs, we were able to transfer the monies from the reserve fund to the general fund rather than raising taxes, as the 2026 snow costs were approximately $94K. Similarly, we budget $15K each year into the constable vehicle reserve fund so we are able to purchase a new vehicle every 3 years. We have several reserve funds for storms, code vehicle and snow.
- COMMISSIONER’S REPORTS:
- BEACH: Commissioner von Oiste reported that the beach gate was installed and the ramp to the beach was repaired, as well as, having the stones and sand leveled out. The winter storms took much of the beach sand away. The cabanas will be installed the weekend before Memorial Day.
- PARKS: Commissioner Solo reported that the first application of the organic tick spraying was completed at the park and will be done in a 3-week rotation. Landscaping in the park should begin next week as they maintain all Village grounds including the gatehouse and the Cliff Road circle. The pickleball court will be resurfaced as we are waiting on the schedule from the vendor with the outside temperature playing a part in the start date.
- ROADS: Commissioner Solo reported that he received community feedback regarding repairs for road conditions and is continuing his drive arounds to finalize the list which will possibly include additional drainage. A temporary pothole repair was made on Cliff Road with a permanent repair to be scheduled.
- YOUTH PROGRAM: There are approximately 80 campers registered.
- COMMUNITY ASSOCIATION: Unfortunately, the egg hunt & petting zoo event had to be cancelled due to the weather.
- HARBOR MANAGEMENT: Commissioner von Oiste will get an update as to what transpired at the first Harbor Management meeting.
- CONSTABULARY: Mayor Sandak reported that there were 28 service calls for March.
VI: MOTIONS:
- Motion to approve Abstract of Audited Vouchers for payment in the amount of
$116,233.53 Made by Trustee Gernaey; Seconded by Trustee von Oiste and passed
unanimously.
- Motion to approve the appointment of the Election Inspectors as follows: Betsy Joyner and Judy Zaino. Alternate Inspector Louise Smit. Further, that a stipend of $195 be paid to those persons who serve on Election Day. Made by Trustee Gernaey; Seconded by Trustee von Oiste and passed unanimously.
- Motion to pass a resolution amending the 2025-2026 budget by authorizing a budget modification to reflect the actual amount allocated by the state for CHIPS reimbursement. Made by Trustee Gernaey; Seconded by Trustee Solo and passed unanimously.
MEETING OPENED TO THE PUBLIC:
A resident expressed concern regarding an unkempt property on Bell Circle and the building inspector will conduct a site visit.
A resident on Club Road expressed concern for the speeding on that street and requested either a stop sign or speed hump. Discussion ensued regarding the original plan for adding speed humps on additional roads if the initial Cliff Road initiative was successful. Plans for adding speed humps on Club Road will take place in the next budget cycle, whereby the traffic consultant will determine the locations on Club Road.
